Who do you want to visit your site? What is your target audience?
What Social Media buttons do you wish to include on your site?
What do you want the visitor to do once they land on your site? (ie buy/sell items, answer questions, get ideas, solve problems)
Where is your web content coming from? Who will be updating it and how often will it need to be updated? How much time will that person have for it?
